SUBJECT:

Consideration and possible action to appoint Scott Macmurdo, Tina Geiselbrecht, Mike Morrison, Stuart Garner, Brian Birdwell, Nathanial Klugman, Stephen Ashlock, and Gary Newman to the Water Impact Fee Committee -- Wesley Wright, PE, Systems Engineering Director

ITEM SUMMARY:

As the 2022 update to the Water and Wastewater Master Plans concludes, state law requires periodic update and reevaluation of the city's Water and Wastewater Impact Fees.  

 

As part of that update, state law also requires a Committee review the proposed land use assumptions and capital improvement plan, and to ultimately provide recommendations to City Council on Impact Fee assessments.  That Committee is required to consist of at least 40% representation from the development community.

 

The proposed Committee Members here exceed that minimum requirement. 

 

Scott Macmurdo, Tina Geiselbrecht, Mike Morrison, and Stuart Garner are all current Water Board Members.  Traditionally, Council has refrained from appointing the Water Board Council Representative to the Committee.  

 

Brian Birdwell, Nathanial Klugman, Stephen Ashlock, and Gary Newman all represent the development community and have generously agreed to donate their time to this important effort.  

 

It is staff's goal to work through the impact fees study land use assumptions, capital improvement plan, and financial analysis during the months of September and October.  Ultimately, the goal is to present final recommendations to Council for consideration in late 2022 or very early 2023.  

FINANCIAL IMPACT:
There is no direct cost for these appointments as their service is strictly voluntary.
