SUBJECT:

First Reading of an Ordinance establishing the classifications and number of positions (Strength of Force) for all the City of Georgetown Fire Fighters and Police Officers pursuant to Chapter 143 of the Texas Local Government Code pertaining to Civil Service -- Tadd Phillips, Human Resources & Organizational Development Director

ITEM SUMMARY:

Chapter 143 of the Texas Local Government Code, Section 143.021, requires that the governing body of a municipality shall establish classifications and numbers of positions by ordinance.  This ordinance supplements the Ordinance that adopts the Annual Operating Budget Plan as the ordinance that establishes the classifications and numbers of positions.  This “Strength of Force” Ordinance separates and details the specific classifications and numbers of Civil Service positions.

 

The changes reflected on this Strength of Force are as follows:

 

Fire:    Increase to the total number of positions in Strength of Force by two (2) from one hundred fifty-five (155) to one hundred fifty-seven (157).

 

1.    Reclassify the rank of Division Chief to Assistant Chief in accordance with the proposed Meet & Confer Agreement.

 

2.    Increase authorization by three (3) at the rank of Fire Battalion Chief from four (4) to seven (7) included in the FY23 budget.

 

3.    Increase authorization by two (2) at the rank of Fire Captain from twenty (20) to twenty-two (22) and decrease authorization by two (2) at the rank of Fire Lieutenant from seven (7) to five (5) in accordance with the proposed phasing out of the Lieutenant rank in the Meet & Confer Agreement.

 

4.    Increase authorization by one (1) at the rank of Fire & Life Safety Specialist from five (5) to six (6) included in the FY23 budget.

 

5.    Decrease authorization by two (2) at the rank of Firefighter and/or Paramedic from eighty (80) to seventy-eight (78) to include five (5) positions to allow for overfill, a decrease by two (2) overfills from FY22.

 

Police:      Increase to the total number of positions in Strength of Force by six (6) from ninety-eight (98) to one hundred and four (104).

 

1.    Increase authorization by five (5) at the rank of Police Officer / Detective from seventy-two (72) to seventy-seven (77).  Increase includes one (1) additional Criminal Investigation Detective, four (4) additional Patrol Officers, and two (2) K9 Officers included in the FY23 budget.  It also includes three (3) positions to allow for overfill, a decrease of two (2) overfills from FY22.

 

2.    Increase authorization by one (1) at the rank of Sergeant. Increase includes one (1) K9 Sergeant included in the FY23 budget.

 

3.    Change title of Captain to Commander.
