This project consists of furnishing, installing, and providing all labor and materials required in the construction of approximately 5800 linier feet of 60-inch water line, air valve manholes, butterfly valves and appurtenances.
This project is included in the Capital Improvement Plan (CIP) and Master Plan. The 60-inch water line is needed to take the treated water from the new 44MGD South Lake Water Treatment Plant and move it west to provide additional water to the customers in our Western District. There will be future projects coming forward for additional line work that will extend this water transmission line to Ronald Reagan and fully into our Western District.
This project was publicly advertised on July 6, 2022, and July 13, 2022. On August 3, 2022, we held a virtual bid opening where we received seven (7) competitive bids. The low qualified bidder for the project was Cash Construction Company, with a total bid of $5,028,877.00. They have completed several projects of this scope; therefore, CDM Smith and staff believes Cash Construction Company is qualified to complete this project.
With the current market for materials that are needed for this project we included a deduct alternate bid for steel pipe in lieu of ductile iron pipe. The base bid for ductile iron was $11,726,860.00 with a deduct of $(6,697,983.00) leaving us with total of $5,028,887 for steel. CDM Smith and the City have incorporated specs that make steel pipe an acceptable alternative to ductile iron.
Staff and CDM recommend awarding the bid to Cash Construction with the steel pipe deductive alternate. Large diameter steel pipe has proven effective on city waterlines and the cost savings over ductile iron are substantial.
