SUBJECT:

Consideration and possible action to approve Task Order KPA-22-004 for professional engineering services for FY23 Pavement Condition Survey, FY23 & FY24 Street Maintenance Projects, and FY23 Downtown Priority 1 Sidewalk Improvements, with Kasberg Patrick & Associates of Georgetown, Texas in the amount of $1,498,560.00 -- Wesley Wright, PE, Systems Engineering Director; and Chris Pousson, CIP Manager

ITEM SUMMARY:

Pavement Condition Index

 

As part of our commitment to GASB accounting standards and to maintain the value of our roadway assets, the City of Georgetown routinely conducts a study of the condition of all of the city's streets.  This study consists of a highly specialized van driving virtually every mile of city street and gathering detailed information on overall pavement condition - cracking, potholes, ride quality, roughness, rutting, raveling, and appearance.

 

The data obtained is used to generate individual scores (ranging from 0-100) for each street and an overall pavement condition index (PCI) score for the city.  Those scores are then used to develop a street maintenance master plan detailing recommended maintenance measures for the next 5 years.  These results are the basis for each year's recommended CIP Street Maintenance Program.

 

Additionally, this study ensures the city maintains its commitment to GASB 34 accounting principles.  It also helps judge the relative effectiveness of various pavement maintenance methods used in prior years.  

 

KPA has managed and provided engineering services for this study for the city since the PCI's inception in 2008.  Their primary subconsultant, Applied Research Associates, Inc., has conducted similar studies for multiple entities throughout the country and is one of the industry leaders in this type of analysis.  

 

Results are expected in the Spring of 2023. 

 

 

This task order also includes design, bidding and construction services related to multiple FY23 Capital Improvement Plan projects including street maintenance and sidewalks.

 

FY23 & FY24 Street Maintenance Design

 

Due to increased sales tax revenue, the Street Maintenance Fund balance is expected to be sufficient to cover the planned street maintenance program for both FY23 and FY24.  

 

Hot-in-Place Recycling is scheduled to continue throughout the city, FY23 projects for HIPR are generally located along Central Drive north of Park Lane to the Garden Meadow area. This project also includes College Street from 7th street to the San Gabriel Park. We will also include project plan for FY24 this year. The areas included in the FY 24 plan are in the Riverview Estates, River Ridge, and San Gabriel Heights neighborhoods. A detailed map showing each street is attached for reference.  

 

High Performance Pavement Seal is proposed for FY 23 includes several neighborhoods including portions of Sun City off Pedernales Drive, Pinnacle and La Conterra Subdivisions off of Maple Street. We will also be including the FY 24 project plan this year. The areas for the FY 24 plan are in the northern sections of Sun City near Hwy 195 and portions of old town generally bound by Hwy 29 to Quail Valley and James Street to Southwestern Blvd. A detailed map showing each proposed street is included for reference.  

 

 

Sidewalks

 

 Finally, this task order includes the continuation of Priority 1 Sidewalk improvements in the Downtown Area.  Prior year funding included the immediate Downtown Square and new City Hall area.  Current year funding will extend out from that area and continue to focus on the Downtown Overlay District. 

FINANCIAL IMPACT:

Funds for the PCI update are included in the current Public Works/Street Department Operating Budget.

 

Funds for the FY23 and FY24 Street Maintenance Projects are included in the voter approved quarter cent sales tax, Street Maintenance Fund.

 

Funds for the Priority 1 Downtown Sidewalk Improvements are included in the current Capital Budget and part of the voter approved 2015 Road Bond Program.
