SUBJECT:
Consideration and possible action to authorize the City of Georgetown to participate in an Master Intergovernmental Cooperative Purchasing Agreement with the OMNIA Partners Public Sector (OMNIA Partners) agency for the purpose of participating in their purchasing cooperative program --Rosemary Ledesma, Purchasing Manager
ITEM SUMMARY:
OMNIA Partners has established a cooperative purchasing program to bring legal, competitively bid contracts to public entities nationwide covering various goods and services such as automotive parts and supplies, MRO industrial supplies, office general supplies, office furniture, modular systems, flooring, roofing, elevator/escalator services, HVAC services, security system services, information technology products and services, etc. OMNIA Partners offers commodity and service contracts to participating agencies that have been established through open competition as prescribed by the laws of the State of Texas.

Under the Texas Interlocal Cooperation Act, Chapter 791, Texas Government Code, the City of Georgetown is granted general legal authority to access contracts of other government agencies through local, regional and state cooperative purchasing programs. The purpose of this cooperative is to combine City of Georgetown’s purchasing requirements with other government agencies to obtain substantial savings through higher volume pricing. OMNIA Partners requires all interested entities, such as Georgetown, execute an Interlocal Agreement before processing orders to awarded vendors. The authorization to use the Master Intergovernmental Cooperative Purchasing Agreement will allow the City of Georgetown to participate in various OMNIA Partners awarded contracts for the procurement of goods and services.

Staff feels participation will provide an additional avenue to contracts offering savings in both time and cost, benefitting the taxpayers of the City and maximizing use of resources. There is no cost to participate in this program, and any purchase from an awarded vendor exceeding $50,000 will be presented to City Council for consideration and approval.
FINANCIAL IMPACT:
No financial impact results from entering into the Interlocal Agreement, and financial benefit is anticipated from savings associated with the use of OMNIA Partners contracts.
