Consideration and possible action to renew the contract with DecorIQ for the leasing, installation, and maintenance of the 2019 holiday lights, the installation and maintenance of the building cornice lights, and the installation and removal of the holiday wreaths and tree in the not to exceed amount of $87,400.00 -- Cari Miller, Tourism Manager and Trish Long, Facilities Superintendent

ITEM SUMMARY:

The 2019 Holiday Lighting contract is a renewal of the 2015 contract with DecorIQ, under the same terms and conditions. Per section 4.0 of the invitation to bid, the City has the option to renew for up to four additional holiday seasons upon mutual agreement under the same terms, conditions, and pricing.

Staff recommends contracting with DécorIQ. Though price was not the sole determining factor for selection, DécorIQ’s price fits with the budget appropriated for the project, and DécorIQ has all positive references. DécorIQ is a qualified bidder and Staff had positive experience with their project manager during the 2015, 2016, 2017, and 2018 seasons.

The proposed scope of work includes: leasing, installing, maintaining, and removing holiday lights on 42 trees in the downtown; installing and maintaining the building lights along the cornices of buildings downtown; and installing and removing the 67 wreaths on the antique light poles downtown, as well as the Christmas tree on the Courthouse lawn.

FINANCIAL IMPACT:

Funding is contingent upon Council approval of the FY2020 Budget.

The funding for the holiday lights comes from several sources:

Holiday Lighting

Lease, installation, maintenance, and removal of tree lights for 42 trees - $49,000 (Source: Convention & Visitors Bureau funding)

Lease, installation, maintenance, and removal of tree lights on the 9 large trees around the Williamson County Courthouse – $13,200 (Source: Convention & Visitors Bureau funding)

Total holiday lighting: $62,200

Other Services

Purchase, installation, and maintenance of building cornice light - $21,000 (Source: Facilities internal service funding – approximately 76% of Facilities operations are funded by the general fund)

Installation and removal of Christmas wreaths and tree - $4,200 (Source: Convention & Visitors Bureau funding)
