Purpose:
Assess housing policies and through discussion establish 95% consensus on 2030 Housing policies.
Background:
At the January 10, 2019 Joint Session of City Council and Planning & Zoning Commission, the group achieved consensus on a Housing specific goal: “Ensure access to diverse housing options and amenities and preserve existing neighborhoods for residents of all ages, backgrounds and income levels.”
During the February 26, 2019 workshop, the City Council directed staff to develop housing policies to address the three specific themes included in the newly formed housing goal; affordability, diversity and preservation. As discussed with the City Council, together, the three themes represent a full community housing strategy that preserves existing housing stock and accommodates future needs by creating greater consumer choice by 2030.
Following the February City Council workshop and direction on policy formation, the project team drafted policies for each of the three themes using data from the technical studies and public input including feedback from the Housing Advisory Board and the Commission on Aging. Consolidated input is attached as Exhibit 1 to this agenda.
On March 7 and April 4, 2019, the Steering Committee of the 2030 Plan met to evaluate the draft housing policies and provide a set of recommendations to this Joint Session of City Council and Planning & Zoning Commission, attached as Exhibit 2.
During the Joint Sessions, the project team will present revised housing policies based on direction from the February 26th Council workshop and recommendations from the Steering Committee as a starting place for discussion of the Joint Session.
The purpose of the Joint Session is twofold, (1) to assess the revised policies and (2) make recommended changes. Members of the Joint Session will be asked to evaluate each policy in terms of:
(S) Specific. Does the goal clearly state its intent?
(M) Measurable. Will we be able to determine when the goal has been accomplished?
(A) Achievable. Is the goal realistic to achieve by 2030?
(R) Relevant. Does the goal reflect the vision statement and public input themes?
(T) Time-bound. Will we be able to set a timeframe for accomplishing the goal?
Modifications recommended by this Joint Session will be incorporated into the draft policies and presented to Council on 4/23/2019.
Work Session:
The work session will consist of two parts:
Part 1 – Ice breaker question, group discussion.
Part 2 – Individual table discussion and assessment of draft housing policies.
Part 3 – Group polling and revising.
